Every food business in India — from a small tea stall to a large manufacturer — needs FSSAI registration or a license. Operating without one attracts heavy penalties.
Three Levels of FSSAI
The type you need depends on your annual turnover:
- Basic Registration — turnover up to ₹12 lakh (small shops, home businesses, petty retailers)
- State License — turnover between ₹12 lakh and ₹20 crore (restaurants, mid-size manufacturers, distributors)
- Central License — turnover above ₹20 crore, importers/exporters, or businesses operating in multiple states
Documents Required
- PAN and Aadhaar of the proprietor / partners / directors
- Passport-size photograph
- Business address proof
- List of food products / categories
- For licenses: layout plan, water test report, and machinery list (for manufacturers)
Validity and Renewal
FSSAI registration and licenses are issued for 1 to 5 years (your choice) and must be renewed before expiry — late renewal attracts a daily penalty, and an expired license means re-applying from scratch.
Food businesses must also file annual returns (Form D1) if they hold a state or central license for manufacturing or importing.
